Evaluation of the Family Planning Waiver Program

The Agency has contracted with the University of Florida to conduct an independent evaluation of the Florida Medicaid Family Planning Waiver (FPW) program operating during State Fiscal Years 2011 through 2013.  The Florida Medicaid FPW program is a Section 1115(a) waiver demonstration approved by the U.S. Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS).    In the Special Terms and Conditions (STCs) set by CMS for the FPW program, four objectives are expected to be promoted:

  1. Increase access to Title XIX funded family planning services.
  2. Increase child spacing intervals through effective contraceptive use.
  3. Reduce the number of unintended pregnancies in Florida.
  4. Reduce Florida’s Medicaid costs by reducing the number of unintended pregnancies by women who otherwise would be eligible for Medicaid pregnancy-related ervices.

The Vendor will evaluate the degree to which the four program objectives are met.
