Evaluation of Health-Related Quality of Life (HRQOL) and Health Care Expenditures in the Partners in Care (PIC) Program

The Vendor will design and implement an independent assessment (evaluation) of Florida’s Partners in Care (PIC) program, and report results for both State and Federal Fiscal Years.

The objective of the evaluation is to determine, through analyses, whether the PIC program initiatives are meeting their goals.  This will be measured by addressing the following three (3) questions:

  1. What are the differences in parent and child Health-Related Quality of Life (HRQOL) reports between those in PIC compared to children with life-limiting conditions but not enrolled in PIC?
  2. How accessible are/were the PIC services to enrollees / disenrollees?

What are the differences in health care expenditures (total, inpatient, outpatient, and emergency room care) following the implementation of PIC?
