LIP/DSH/GME Operations

The LIP/DSH/GME section is responsible for managing the funding distributions and compliance of the Low Income Pool (LIP), Disproportionate Share Hospital (DSH) program, Hospital Rate Enhancements program, and the Graduate Medical Education (GME) Statewide Medicaid Residency program. This unit contracts with Local Intergovernmental Entities e.g. Counties, Taxing Districts, and public hospitals to fund these programs. 

LIP

The LIP program allocates $1 billion to ensure the continued governmental support for the safety net providers that furnish uncompensated care to the Medicaid, underinsured and uninsured populations. This funding includes a combination of both Intergovernmental Transfers (IGTs) and federal dollars.

DSH

The DSH program distributes $239 million of combined funding from IGTs and federal dollars. DSH funding is used to compensate hospitals that have provided a disproportionate share of Medicaid and/or charity care services.

GME

The Graduate Medical Education (GME) Statewide Medicaid Residency Program consists of $80 million used to provide funding to qualified participating hospitals involved in graduate medical education.  Additionally, the GME Startup Bonus Program provides $100 million dollars to qualifying hospitals with newly approved residency positions in the statewide supply-and-demand deficit specialties.

PEMT

The Public Emergency Medical Transportation (PEMT) certified public expenditure (CPE) program for Emergency Medical Services provides $15,000,000 to public entities for the provision of emergency transportation services to Medicaid fee-for-service beneficiaries.
