Certificate of Need (CON) Program
The CON program is responsible for reviewing CON applications, issuing State Agency Action Reports (SAARs), responding to requests for exemption from CON review, making determinations of non-reviewability, developing Agency rules related to the Certificate of Need program, publishing statewide need for additional hospital, nursing home*, and hospice programs, ensuring the timely implementation of granted certificates of need, and monitoring any conditions placed on the CON.
*Due to a moratorium placed on nursing home beds, this activity has been suspended until Medicaid managed care is implemented statewide or October 1, 2016, whichever is earlier.
